92185  Position Title: Manager of Technical Programs            FSLA: Exempt

Reports To: Director of Engineering or Manager Engineering

Position Summary:  

Supervise and direct a unit engaged in performing specialized manufacturing engineering functions including process and methods control, tool selection and repair and operations scheduling in order to achieve optimum producibility in the manufacture of composite products. Perform professional engineering and analytical functions on a variety of unusual and difficult assignments in support of manufacturing operations.

Principal Accountabilities:

  • Plans, organizes and controls all activities of a unit engaged in the preparation of composite fabrication, detail machining, assembly, creation/modification of operation sheets/work instructions, tool orders, tool designs, manufacturing process standards and specifications, and in the performance of other related functions required for the manufacture and inspection of composite parts.
  • Formulates and guides the investigation, analysis and solution of problems of exceptional difficulty and prime importance to the unit goals and objectives in all phases of manufacturing process.
  • Determines methods and techniques for developing data and specifications for defining and ordering tooling and equipment for new and established programs and detailing related methods and processes, assembly sequences and other manufacturing criteria for detail parts and assemblies.
  • Maintains liaison with Engineering to influence design decisions and tradeoffs to foster maximum producibility and with Operations departments to analyze and resolve major complex problems in the fabrication and procurement of hardware and software.
  • Develops a wide variety of reports and analyses of costs, schedules, design changes, and manufacturing methods, processes and tooling.
  • Develop a highly motivated, well-trained staff capable of meeting the short and long term staffing requirements of the department and Company.
  • Assist in the development and maintenance of a corporate culture, which supports the Company’s overall business objectives and goals, by providing leadership in issues that involve “cost, quality, process, schedule and people”.
  • Provides leadership and direction with emphasis on team building.
  • Ensure the company’s commitment to maintain a safe workplace and to protect the environment through the establishment and support of Company policy and adherence to various government regulations.
  • Fully comply with the “Company Policy Statement on Contracting with the United States Government” in all areas of responsibility involving direct and indirect contracting with the United States Government. Ensure subordinate staff is aware of the policy and their individual responsibility and accountability for complying with it.
  • Administer and comply with the Company’s human resources policies and procedures to provide fair and equitable treatment for all employees while ensuring optimum productivity and resource utilization. Prepare and conduct regular employee performance reviews with each directly reporting subordinate at least once each year.
  • Apply the Company’s Diversity Policy to all personnel actions and implement effective affirmative action to ensure attainment of the company’s Diversity goals.


Requires a comprehensive knowledge of manufacturing planning and engineering, needed to plan operations and methods, processes and tool design applications. A demonstrated knowledge of composite manufacturing business structures; including design engineering, tooling, finance, manufacturing, procurement and contracts is highly desired. Requires B.S. degree in industrial or manufacturing engineering, plus 5 to 7 years experience or an equivalent combination of education and work experience (1-2 years of college training and 9+ years work experience in manufacturing engineering).
